01The problem
Every network in history followed the same pattern. Starts open. Concentrates. Search became Google. Cloud became Amazon. AI is next.
Metcalfe's Law: a network's value grows as the square of its users. So does the power of whoever sits at the center. The bigger the network, the stronger the gravity pulling power toward that center. ChatGPT: 53.9% of AI web traffic (Similarweb, May 2026). Google: 92% of search. No network in recorded history has solved concentration through goodwill alone.
02One rule. Five civilizations. Zero cross-citation.
Below one-third, no single actor can override the rest. Above it, one actor runs everything. This is the mathematical boundary between decentralized and captured. Five civilizations found it independently - across 2,500 years, none citing the others.

195 years apart (Hamilton to Lamport). Zero cross-citation. Same answer. That is not a convention. That is the physics of how stable systems work.
03As AI enters the governance layer
The TURING Protocol: When humans can verify ≥51% of AI outputs, governance threshold = 0.67. When humans can verify <51%, threshold = 0.75. The ceiling tightens as AI becomes harder for humans to verify. Automatically. 30-day hysteresis prevents oscillation.
The LINCOLN Constraint: All non-human participants combined cannot exceed one-third of governance weight. Enforced at the database write layer. The forbidden state cannot be constructed. Architecturally unavailable before commit.
Humans always retain at least two-thirds. Not as policy. As a type error that cannot be overwritten.
04Hamilton's Law enforced
Six rules build on each other. Equal start. Equal votes. Separated planes. A hard ceiling. Fault tolerance. And a clean exit. Remove any one and the system can be captured. Keep all six and the network becomes harder to attack as it grows. A democracy where leaving is catastrophic is not a democracy - it is a guild. STORE enforces all six at the write layer.
STORE First Governance - Live Record
No one person gets more than a third of the vote. That has been true here for six years. The same rule is meant, later, for the machines that run powerful AI. Those machines are not under this vote today.
Democratic networks become MORE stable as they scale. Under a binding one-third ceiling, every new governor raises the cost of capture for every attacker. The math compounds in the democracy's favor.
Two stability metrics - both correct, both meaningful. Distributional stability: S = N × (1 − max(Pc)) = 126 × (1 − 1/126) = 125.0 - how far the network is from maximum concentration. BFT headroom: S = N × 0.667 = 126 × 0.667 = 84.0 - how many governors can be lost and still reach consensus. Higher scores on both = harder to capture.
Every new governor makes every existing governor harder to corrupt. The network becomes harder to capture as it grows, architecturally opposed to Metcalfe's Law - not mathematically inverse.
To break the vote math you would need 42 of 126 seats to fail together. At the $10,000 minimum that is a $420,000 sketch of wallet cost. Buying wallets is not the same as winning seats. Seats are elected.
Attack cost scales with network size. The $420,000 figure is the current cost - it grows as the governor community grows.
The Five-Level Quorum Architecture
Not all governance decisions are equal. STORE uses five distinct quorum levels - each a constitutional instrument, not just a threshold.

N grew 21x. Max concentration fell ~95% (16.7% to 0.8%). Constitutional ceiling held at 33.3% throughout. Zero violations.
05Virginia, 1792 - the same Nash equilibrium
Virginia was the largest state in the new republic. Rhode Island citizens held 2.07x more voting power per person than Virginians. Virginia accepted less proportional power because constitutional union was worth more than maximum power in an unstable confederation.
230 years later, STORE governors with the most tokens voted three times to cut prices and make their own holdings worth less. Same calculation. Different scale.The Nash equilibrium held across 230 years and completely different contexts. That is a law, not an analogy.
06The ballot record
Five ratified ballots. FG.006 in SR deliberation. Every ballot governed real money. In January 2022, the crypto market collapsed. The governors who held the most $STORE voted three times to make it cheaper - not more expensive. They could have extracted. They did not.The math made cooperation the rational choice.
One entity, one vote. Every governor has equal say regardless of how much STORE they hold.

07How First Governance decisions are made
STORE Research has up to 365 days to ratify or reject. If SR does nothing, the ballot auto-ratifies. Governor vote is the rule. SR cannot block by inaction.

The ballot clock
A pending ballot is not a waiting room. Each branch of the decision carries its own deadline, and the days remaining are computed by the ledger rather than reported by anyone - which means the one thing a governance system usually hides is the thing this one publishes first: how long a branch has been silent.

Every deadline, every day remaining and every action taken on this band is read from the public ballot record. Rows marked private to a branch are the only ones withheld.
08Five thresholds, matched to stakes
Not all decisions require the same vote. The threshold matches the stakes automatically. Higher threshold = higher quorum required. Virginia was the largest state in 1787. Hamilton made sure it could not capture the republic alone.
